Bloomingdale Civic Association meeting

St. George’s Episcopal Church, 160 U Street NW

Officers in attendance: Teri Janine Quinn, Sherry Howard, Angela Prentice, Robert Brannum, Serita Sanders, Bertha Holliday, Scott Roberts

Public safety

PSA 501 Lieutenant Peter Frenzel introduced himself and provided recent crime statistics.  He said that a lot of crime originates from North Capitol Street. There is always a police unit on the unit block of O Street NW.  There are always two cars in service in PSA 501.  There has been a major increase in property crimes this year – thefts from autos and regular thefts.  He described the pink warning fliers that look like tickets that alert vehicle owners if there are visible items left in cars that could be stolen – hoping to prevent smash-and-grabs.

Lt. Frenzel announced that Sergeant Nicole Brown was no longer assigned to the Fifth District.

Other

Mr. Brannum announced the upcoming 5D CAC awards banquet.

Ms. Quinn acknowledged the exceptional block party on the 1700 block of 2nd Street NW put on by DCity Smokehouse.

Howard University Homecoming 2018

Andrew Rivers, Howard University Director of Events, advised that his office is responsible for all of the HU Homecoming activities.  He distributed fliers with the schedule of events and the map of the homecoming parade on Saturday, 10/27/2018.  He described the timing of the street closures.

Bloomingdale Civic Association 2018 election

Ms. Quinn advised that the BCA Nominations Committee had asked to have the election delayed from October to December.  BCA Nominating Committee Chair Zach Sherif clarified that since there is now a complete slate of candidates, there is no longer a need to delay the BCA elections.  There was discussion about community outreach.

Robert Brannum made a motion to have the BCA election tonight.  The motion was seconded.  The motion passed 28 to 1.

The Nominating Committee then assembled at the front of the room.  The committee members present: Jennifer McCann, Sherryl Taylor, Robert Brannum, Zach Sherif, Jean-Christophe Deverines, Elizabeth Wilson, Joe Levesque and Solomon Beyene.

Mr. Sherif provided a list of three key recommendations for future BCA elections:

1)  The Board MUST form the Election’s Nomination Committee no later than July’s BCA meeting in order to provide a minimum of 60 days to solicit candidates to run for Executive Officer Board Positions, the McMillan Advisory Group and to secure DC Federation Delegates; as well as to have the necessary time needed for essential community outreach.  If failure to establish a full Nominating Committee at July’s meeting should occur, it should be upon the Board to appoint at least one current and active member to take the responsibility to initiate all community outreach protocol and to commence this process no later than August 15th.

2)  Clear Eligibility guidelines MUST be provided to the Nominating Committee immediately upon its formation, as well as announced/included with all public notice and postings of the Election.  The said guidelines used MUST be already ratified by the membership and MUST also appear identically on the BCA website.

3)  A Community Outreach & Membership Committee MUST be formed no later than February 1st of every year, in order to encourage membership and community involvement throughout the year – and if within an election year – a particular focus MUST be given to the upcoming Elections.

Rev. Marcoux of St. George’s Church and Mark Mueller were identified as ballot counters.

There were then two nominations from the floor:

  • Campbell Johnson offered his name to run for the position of BCA president.
  • Eric Woods offered his name to run for a position as a Delegate to the DC Federation of Civic Associations.

Ms. McCann then advised that Mr. Johnson was not eligible to run for BCA president.  She explained that there is a higher bar for the positions for president and 1st vice president – a greater demonstration of commitment.

Mr. Brannum made a motion for the BCA membership determine if Mr. Johnson’s name can appear on the ballot.  The motion was seconded.  The motion passed with 14 in support, 5 in opposition and 5 abstentions.

Mr. Brannum made a motion to accept by acclimation the uncontested positions (all positions other than BCA president).  The motion was seconded.  The motion was passed 25 to 0.

Mr. Campbell and Ms. Quinn then briefly described their qualifications for BCA president.

Ms. Sanders then gathered up the ballots.

Decking over North Capitol Street

After gaining ZGF Architects managing partner support last week, the head office in Portland has officially allocated the 102 hours. That is, our application for pro bono services provided by ZGF has been approved. This effort is part of the 1+ Program that ZGF uses to give design services to back to communities. Every office within ZGF has a set number of pro bono hours to facilitate these projects. As non-profits reach out to ZGF, an application can be made by the non-profit and ZGF staff involved in order to secure the hours for services. The services that ZGF will provide are Architectural Design Services (typical Design services that an architectural firm will provide, i.e. Programming, schematic design, etc.) and Capital Campaign Materials to help strategize funding that we would need to petition for (funders are more likely to support a project they can visualize and get excited about by understanding what the project will look like, how it will impact the space, and what it will cost).

The hourly breakdown of pro bono services to be provided is as follows, and we will have two ZGF representatives working on the project (one of whom lives on Crispus Attucks Park):

Design Services: Programming, Architectural Design Services, Consultation, Capital Campaign Materials Consultation, Preliminary vision and program development, public presentation – 12 Hours

Illustratives of the OverDeck – 46 Hours
Illustrative Plans of the Overdeck – 20 hours
Corridor Diagram Plan – 20 Hours
Lean in – 4 Hours

ZGF has a rich history of giving and is committed to supporting the clients and communities we serve through financial contributions, in-kind donations and volunteerism. Our pillars of giving have focused on the arts and architecture, education, health and wellness, community services [social services, business and civic organizations] and sustainability. In 2014, understanding that time is the most precious currency in today’s world, ZGF partnered with The 1+ program of Public Architecture (formerly 1% program), offering design professionals an opportunity to address the most challenging problems their communities’ face, by pledging their working hours to pro bono design services.

The initial site survey to officially begin the pro bono services is scheduled to take place around noon on October 27, 2018. A community conversation with ZGF representatives to share ideas for the deck over is being planned. Stay tuned!A

A motion was made to proceed.  The motion was seconded.  The motion passed 21 to 0.

Zoning relief for 17 Rhode Island Avenue NW

Property owner Alexandra Veitch advised that she is pursuing zoning relief for a two-level deck in her backyard, which would result in exceeding lot occupancy. She indicated that she had obtained a preliminary approval from the Historic Preservation Office.  A motion was made and seconded to support the zoning variance for her two decks.  The motion passed.

BCA election results

Mr. Sherif then reported the results of the BCA election for president.  Ms. Quinn received 24 votes and Mr. Johnson received 5 votes.
